The Ministry of Basic, Higher and Technical Education, through its Directorate General for Madaris Education, simultaneously administered the Qualifying Examination for Islamic Studies and Arabic Language (ISAL) teacher-applicants across the 10 schools divisions of BARMM, including the Special Geographic Area. A total of 5,097 applicants took the examination that focused on general Islamic knowledge which has been written in pure Arabic language.

The examination is the fourth step of the recruitment, screening and selection procedures conducted by the ministry and is 60% of the total criteria for the ranking system of the applicants.
